Darubini ya Uchaguzi · 14th Edition
From the Chair
A reflection on democratic practice, electoral preparedness, technology, and the work required to strengthen public trust ahead of future elections.
Welcome to the 14th edition of Darubini ya Uchaguzi. As we step deeper into the electoral cycle leading to the 2027 General Elections, the questions before us are becoming sharper, clearer and more urgent.
This edition turns its attention to pressing gaps in democratic practice. The piece on electoral officials and their voting rights exposes a paradox: the very people who administer elections are often unable to participate in them. This is not a minor administrative inconvenience. It is a structural denial of rights requiring deliberate legislative response before 2027.
The conversation on Artificial Intelligence and electoral integrity is equally timely. AI is already shaping how information spreads, how campaigns target voters, and how disinformation travels. Kenya’s legal frameworks were not designed for this reality, so electoral stakeholders must actively shape emerging AI governance.
The road to 2027 will be defined not just by what happens on polling day, but by the groundwork laid now.
Warm regards,
